Norwegian migration policy underwent changes following the 2015 crisis. We analyse two changes which separately and together lead to increased temporariness: 1) an income requirement for permanent residence, and 2) cessation of refugee status. Calculations show that many refugees lack the required income after 10 years. We show consequences of the changes, and argue that a possibly unintended temporary migration policy can undermine an integration policy which is shifting toward long-term investment in skills.
